The relationship between maps and the territories they purport to represent has exercised philosophers since at least the time of Aristotle, yet it was the Polish-American semanticist Alfred Korzybski who, in 1931, gave the problem its most enduring formulation: 'The map is not the territory.' What Korzybski meant was that any abstraction necessarily omits features of the reality it describes — a truism, perhaps, but one whose implications have proved inexhaustible.
The history of cartography is, in this sense, as much a history of deliberate exclusion as of painstaking inclusion. Medieval mappae mundi placed Jerusalem at the centre and relegated entire continents to the margins, not from ignorance but from theological conviction; the world was arranged to reflect divine order, and geographical accuracy was subordinate to spiritual truth.
The Portuguese cartographers of the sixteenth century, for instance, systematically falsified the positions of key trading ports to mislead their Spanish and Dutch rivals, producing charts in which the economic interests of the crown took precedence over the physical facts of the coastline. The advent of satellite imagery and Geographic Information Systems might seem to have rendered such distortions obsolete. After all, when every square metre of the Earth's surface can be photographed from orbit, what room remains for cartographic mendacity?
The algorithms that determine which businesses appear on a digital map, which neighbourhoods are rendered in fine detail and which are reduced to grey anonymity, embed choices as ideologically freighted as anything produced by a medieval monk or a Renaissance spy. This is not merely an abstract concern. Research conducted in American cities has demonstrated that algorithmically generated maps systematically underrepresent low-income and predominantly minority neighbourhoods, displaying fewer landmarks, businesses, and points of interest than equivalent areas in wealthier, whiter districts.
When a neighbourhood is cartographically impoverished — when it appears on screen as a featureless void — the people who live there become, in a quite literal sense, harder to find, harder to serve, and harder to count. The philosopher of technology Langdon Winner famously argued that artefacts have politics, that the design of a bridge or a highway can encode and enforce social hierarchies as effectively as any statute.
A routing algorithm that directs traffic away from certain streets, a search function that fails to surface certain businesses, a rendering engine that smooths away the topographical complexity of a favela while lovingly detailing the contours of a gated community — each of these constitutes an act of cartographic power exercised without democratic scrutiny or public accountability. Whether the emerging field of critical cartography can mount an effective challenge to these embedded biases remains an open question. Some scholars advocate for participatory mapping projects in which communities generate their own spatial data, bypassing the corporate platforms that currently monopolise digital cartography.
What is certain is that the politics of the map — who draws it, who is drawn into it, who is left off — are as consequential today as they were when Korzybski first reminded us that representation and reality are never the same thing.
